Covid 19 – Solidarity Fund

In line with our previous information notes on measures to support businesses, you will find below a summary of the conditions for benefiting from the solidarity fund, one of the key measures put in place by the government, the conditions of which have just been updated by decree: https://www.legifrance.gouv.fr/jorf/id/JORFTEXT000042486721
For the sake of clarity, please find below the nomenclature used by the government:

The S1 sector covers the sectors particularly affected by the crisis, such as tourism, hotels, restaurants, sport, culture, etc., which do not include our activities.
Sector S1 bis covers activities in related sectors and includes, as far as you are concerned, retail businesses in shops located in an international tourist zone.

New modalities

The solidarity fund is extended until November 30, 2020

The eligibility criteria are extended :

– The fund is now available to companies with fewer than 50 employees, with no turnover or profit criteria.
– Companies that started their activity before August 31, 2020 are now eligible (previously, only companies that started their activity before March 10, 2020 were eligible).
– Companies controlled by a holding company are eligible provided that the combined workforce of the subsidiary(s) and the holding company is less than 50 employees.

For the September – October period

Businesses that were administratively closed in September and October will be entitled to a financial aid equal to the amount of their loss of turnover up to a maximum of €333 per day of public closure.

For the month of October

In curfew zones, for businesses that have lost at least 50% of their turnover during the month of October:

– Companies in the S1 sectors will be eligible for a financial aid covering their loss of turnover up to €10,000
– Companies in sectors S1bis that have moreover lost 80% of their turnover during the first lockdown (March 15 – May 15, 2020, a condition not applicable to companies created after March 10, 2020) will be eligible for a financial aid covering their loss of turnover up to €10,000
– Companies outside the S1 and S1bis sectors will be eligible for a financial aid covering their loss of turnover up to €1,500

Outside curfew zones, businesses that have lost at least 50% of their turnover during the month of October and which :
– Belong to the S1 sector
– Belong to the S1 bis sector and declare, in addition to the 50% loss in October, a loss of 80% of their turnover during the first lockdown (March 15 – May 15, 2020, a condition not applicable to companies created after March 10, 2020) :

– will be eligible for a financial aid covering their loss of turnover up to €1,500, if they lost between 50% and 70% of their turnover
– will be eligible for a financial aid equal to their loss of turnover up to €10,000 and up to a limit of 60% of the monthly turnover of the same month of the previous year or the average monthly turnover of the previous year, if they lost more than 70% of their turnover.

For the month of November, for administratively closed businesses OR businesses that have lost at least 50% of their turnover

Administratively closed businesses and companies in the S1 sectors will be eligible for a financial aid equal to their loss of turnover up to €10,000.

Companies in the S1 bis sector which declare, in addition to the 50% loss in November, a loss of 80% of their turnover during the first lockdown (March 15 – May 15, 2020, a condition not applicable to companies created after March 10, 2020) will benefit from a financial aid equal to 80% of their loss of turnover up to a maximum of €10,000

– If the turnover loss is higher than €1,500, the minimum amount of the financial aid is €1,500
– If the turnover loss is under or equal to €1,500, the financial aid will cover 100% of the turnover loss

Other companies will benefit from a financial aid covering their turnover loss up to €1,500.

Declarations must be made on your dedicated space on the “impôts” website. It is specified that the forms for financial aid for the months of October and November will be uploaded later:
from November 20 for for the month of October,
from the beginning of December for the month of November.
